Why it matters

Over 1.2 crore central employees and pensioners rely on biannual dearness allowances to offset inflation, while Pay Commission timelines set public expenditure.

**Short answer:**The employees and pensioners working in the central government are supposed to get an increase of three percentage points in their DA for July 2026 before Diwali. This is because of the regular arrear from July 1, 2026 according to existing norms. The viral posts stating that the arrears of salary since January 1, 2026, according to the 8th pay commission have been cleared are incorrect. The Ministry of Finance had granted the commission time till May 2027 to submit its report.

1. What employee unions are demanding before Diwali

As Diwali is approaching, on November 8, 2026, various employee organizations have pushed the government to release the pending July installment. On October 14, 2026, the Confederation of Central Government Employees and Workers sent a letter to the Cabinet Secretary. The union demanded the immediate announcement of DA and DR through nationwide lunch-hour demonstrations on October 16.

The government has already disbursed festive bonuses. Non-gazetted employees who are eligible have received a 30-day ad-hoc bonus, which is capped at 6,908 rupees. Furthermore, 11.4 lakh railway workers received a productivity-linked bonus for 78 days, capped at 17,951 rupees, similar to past settlements seen during railway and public sector labor agreements.

Unlike one-time bonuses, DA permanently increases monthly compensation. DA revisions occur twice a year, on January 1 and July 1, based on the Consumer Price Index for Industrial Workers (CPI-IW). The pending revision increases the allowance from 60% to 63% of basic pay.

2. Basic pay calculations: What a 3% hike delivers

This hike of three percentage points is directly applied to the basic pay in the 7th Pay Commission Matrix. For an entry level person who earns a basic pay of Rs. 18,000, his monthly DA will be increased from Rs. 10,800 to Rs. 11,340. So the person will earn Rs. 540 more every month, which equals Rs. 6,480 for one year.

Since this increase becomes effective from July 1, 2026, the employees get the back payment for July, August, and September. For Rs. 18,000 basic salary, the amount would be Rs. 1,620 for the three months.

Employees in higher pay grades would get bigger increases:

  • Basic pay Rs. 25,500 - Rs. 765 every month (Rs. 9,180 annually).
  • Basic pay Rs. 35,400 - Rs. 1,062 every month (Rs. 12,744 annually).
  • Basic pay Rs. 44,900 - Rs. 1,347 every month (Rs. 16,164 annually).
  • Basic pay Rs. 56,100 - Rs. 1,683 every month (Rs. 20,196 annually).

The pensioners would have a similar three percent increase in their basic pension under Dearness Relief (DR).

3. The 8th Pay Commission timeline and arrears reality

Social media viral content has misrepresented this DA backlog into 8th Pay Commission Salary Arrears. However, the official facts give a completely different picture.

“The 8th Central Pay Commission was constituted by the Ministry of Finance on November 3, 2025, by Resolution F. No. 01-01/2025-E.III(A). It is headed by former Justice Ranjana Prakash Desai and includes Professor Pulak Ghosh and Member-Secretary Pankaj Jain. The pay commission operates from Janpath, New Delhi. As per clause 5 of the resolution, the 8th Pay Commission will have 18 months to submit its recommendations, making May 2027 its official deadline.”

Terms of references entail analyzing pay scales, UPS Gratuity, fiscal sustainability and finances of the State Governments. In earlier pay commissions, implementation time span varied to be very long. These included:

  • 5th Pay Commission: which took 19 months beyond the due date and the arrears were paid in two installments between 1997-98 and 1998-99.
  • 6th Pay Commission: whose implementation took 32 months.
  • 7th Pay Commission: which submitted its report in November 2015 and got the acceptance after six months, with backpay from January 1, 2016.

As Justice Desai has not yet submitted the report, and the Cabinet has not yet approved a notification, January 1, 2026 is not yet an approved date. The demonstrations over wage terms remain regular, as documented in earlier union workplace demonstrations. The impending pre-Diwali money is standard DA maintenance, not a Pay Commission settlement.
